Why I did it

Integrate 3 commits from ndk

  • Add additional MDIPC channel ownership states to facilitate auditing for NOS abandoned operations (channel cleanup)
  • [doc] Added Midplane Heartbeat Operation section to the sonic_midplane_debug_guide.md
  • Allow transceiver module previously put into failed state to be reset
