Why I did it
On Arista-7060X6-64PE-B, a missing fan on boot could cause a kernel panic. This change includes partial fan insertion support, to fix the issue.
This change also enables the TH5 external diodes for temperature monitoring.

How to verify it
On a Arista-7060X6-64PE-B switch, boot the device with one fan missing (note: not a standard operating configuration), observe no kernel panic.
