Document of how to update recording file when releasing new version

Since we have switched to self-service for SDK release, we need a doc to tell service team how to update recording file when releasing new version.

But I think it's hard to discover. We should reformat our existing docs to make information easier to find for new users.

I reviewed the current document organization, it's easier for customer to find the document about write test and update recording.
