Write log when customer tries to connect with old "well-known" cert

Today, if a customer tries to connect using the old well-known emulator cert, it will fail. Customers may not be aware they need to change how they use certs when using https with the vNext emulator.

We should improve the error logs for the emulator to make it more obvious there is a change in behavior and help them discover the documentation that can help them resolve their issue.
