I'm not sure it would make a huge diff in these cases since the blobs are not actually published, and the mana is actually loaded in from the testdata from the fees earlier. So it is not "really" an empty one. I guess the txHashes is the only that would differ much 🤔
Seems like they were never populated (or more likely added) for the fixtures. But separate on that, not sure if actually need the full list, should these not already be in the blob and then we only need for there to be a root for them that we can do things against in a case of force inclusion, or is it uses for something atm?

Fixed #13075
Creating explicit benchmarking test for gas such that there is something that is:
The test runs with a validator set of 100 entities, that each have a forwarder contract. We then ram through time and submit and fake proof 100 blocks to collect data.
Notice, that if you bump up the numbers of entities or blocks foundry is probably going to explode if you don't also change the gas limits because that is a lot of things being loaded in 🤷
Todo: Talk to @Maddiaa0 @just-mitch and @aminsammara on which numbers are missing and what should make its way into the fancy benchmark graphs that charlie setup. Most should be in #12615
