Due to expired ros2 apt repo key, our CIs relying on this workflow are failing (cannot apt update).

This is a temporary fix that replaces the expired ros2 key with the new one. We can revert this commit once the the Docker ros images are updated: requires docker-library/official-images#19162

Testing

Tested locally with docker build, builds successfully with this change. The new step adds ~5s to CI locally
