PR Description:
The following changes are made to support Mupdf on Windows ARM64:
Detect and handle ARM64 architecture in build scripts [wdev.py, state.py].
Update Windows library path logic to include ARM64 static libraries[main.py].
Fixes MSVC ARM64 linker alignment error by disabling embedded hyphen on Windows ARM64[hyphen.c].
