Thumbnails in FileUpload comp.

###Description
Add a generated thumbnail into the Attachment komponent.
This issue must be solved in the frontend repository.

This is what it should look like:

• set up environment with app-lib-dotnet

• set up environment with altinn-storage

• set up environment with app-frontend-react

• is there any librarys that we can use? - no

• create a space in the datacontroller where the thumbnail should be stored

• method that fetches the image and generates a thumbnail, should be supported by different operating systems

• add property thumbail in the FileUpLoad component

• display thumbnail in the component

Notes

• how do we support different operating systems when generating thumbnails?
• I have looked into SixLabors/ImageSharp library for thumbnail generation, this is not supported by Altinn
