fix: update image and link base URLs in tutorials

Updated the base URL for image assets and a hyperlink within the 3-0-applications-rag.ipynb and 4-validation.ipynb tutorials. This change ensures that all embedded images and cross-references point to the correct https://python.useinstructor.com/blog domain, resolving broken links caused by the domain migration from https://jxnl.github.io/instructor.
