Config file changes not always picked up by reload #221
Description
When changing API Umbrella config files on the server, depending on the type of change, things weren't always picked up by a "reload" command, and instead require a full "restart" (which isn't ideal, since a restart incurs downtime). This mainly was affecting config settings that were needed to write out new config files from templates during the reload process.
This is needed to make #220 a little more practical.
