huey tasks are only autodiscovered in tasks.py change mint_public_doi to return a mock DataCiteRegistrationLog in dry run mode for a consistent return type run black thanks for the review @sgfost
only set up django debug toolbar in dev
using the same string value for DEVELOPMENT and TEST effectively made them the same enum object
move e2e deployment environment back to 'dev'
(by way of deploy/dev.sh, which was used previously when e2e was a sub-environment of dev rather than test) and remove the extra init/migrate since this happens in dev.sh
this fixes the server starting up without access to a vite manifest file by pointing it at the location where vite builds the manifest, and allows us to delay collectstatic to later on (which places the assets in the served /shared/static/ dir)
