This PR updates the structure of the install page to include pip install and rearranges some of the cards
It also adds a note to the landing page that you can pip install
BLOCKED because pynest-ng should be merged, pip should be available along with detailed instructions
other pre-packaged options still exist in NEST but might be removed in a future version, so they are not as prominent on the install page.
