In case no root-hints.yaml is provided we fall back to select the first available smallest device. We check in addition if there is already an ESP disk. * Best case there is none and we can use the smallest one. * If there is an ESP disk we ** check if ESP disk is on the smallest found disk and if so use it ** we fail if ESP disk is not the same as the smallest disk
