vim mode: `ctrl+c` doesn't exit visual mode

Describe the bug / provide steps to reproduce it

1. Select some text in visual mode
2. ctrl+c does not exit visual mode and bring you to normal mode. esc will.

ctrl+c seems to work fine going from insert mode to normal mode so thought this may be a bug.

Environment

Zed: v0.81.1 (stable)
OS: macOS 13.0.1
Memory: 16 GiB
Architecture: aarch64

If applicable, attach your ~/Library/Logs/Zed/Zed.log file to this issue.

If you only need the most recent lines, you can run the zed: open log command palette action to see the last 1000.
