sonic-mgmt: increase ptf container memory (sonic-net#19118)

Increase the memory and swap allocated to the PTF
container during ansible setup to 64 GB.

This is necessary for handling the increased
memory consumption from the additional exabgp
processes resulting from the additional number
of peers of the larger topologies that are
coming online.
