Add new tests and disable SET-ACTIVE-EXPIRE for some tests (valkey-io#6)

* Added tests to hashexpire.tcl

* Disabled ACTIVE-EXPIRE for some tests in hashexpire.tcl

* Fixed Replica Failover/Promotion to primary tests
