chore: prepare v0.1.2 release with JSR publishing

- Bump version to 0.1.2
- Update CHANGELOG.md with JSR publishing enablement
- Update README.md to reflect JSR.io publishing capability
- All QA checks passing (format, lint, type check, tests)
- JSR publish dry-run successful

Compiler API migration from v0.1.1.
