MSI removed when Wix V3 MSI used in WixV5 upgrade

Question

I have a WiX v3 bundle that includes a WiX v3 MSI.
Now, I’ve created an upgrade setup using WiX v5, which still uses the same WiX v3 MSI (no changes were made to the MSI).

When I try to install the WiX v5 upgrade setup on top of the base setup, the MSI gets uninstalled unexpectedly.

In the upgrade log, it shows that the package action is "None", yet the MSI is still being removed.

Here’s the relevant log entry:

While upgrading, the base is uninstalled. The package state in the base setup uninstall log is:
