Propose to add SKALE Network Extension

Hey team!

With Viem becoming the dominant stack being used; I want to make it easier for developers to integrate with SKALE Network's programmable privacy. Currently going through a minor refresh on the verbiage but in it's simplest form there are a few key pieces of functionality such as:

1. Encrypting a Transaction - https://docs.skale.space/developers/bite-protocol/encrypted-transactions
2. Waiting and Verifying a Conditional Transaction Executed in a block+N block (generally N+1) - https://docs.skale.space/developers/bite-protocol/conditional-transactions
3. Creating and Using Viewer Keys to Decrypt Data - https://github.com/TheGreatAxios/confidential-poker/blob/main/packages/frontend/src/lib/encrypted-cards.ts

Additionally, there are some older pieces of functionality i.e Proof of Work -- https://docs.skale.space/cookbook/native-features/send-gasless-transaction which can be run fully in Viem that would be nice to have as well for sending gases transactions.

I would like to create an extension package similar to how Celo/Op Stack/Tempo/etc are integrated. Please let me know if you would be open to this.
