Is it necessary to expose 38 tools? Re evaluate user scenarios and prompts, restrict the number of each server within 10 at begining.

This is the second version of the MCP server for Volcengine Log Service. The PM requires us to cover all API interfaces of the Log Service, and new tools will be added subsequently.
