Empty kb layout page on docs side

I was just poking at the VisiData docs, intending to link the keyboard layout one in a response to this discussion thread. Looks like that doc is blank. From what I can see that's because the doc build is looking for commands.tsv in a previous location. Is this a known issue? I was thinking the fix would be to check both spots (so we can still build docs across versions), but wasn't sure if that made sense or was making a bad assumption.

If we invest time into fixing it, we can open up the above extensions again. Not as high priority since @saulpw wrote the menu system.
