Hi @rjgabel, thanks for your interest. There are several unique challenges in this space involving how to interoperate between multiple OSes and how they all handle locales and preferences differently than Unicode handles them. A compelling proposal will demonstrate an understanding of these nuances, your qualifications to solve the problem, and specific deliverables and milestones. A focused, concise proposal is often better than a wordy, verbose one.
