From what I learned at our video call today, this one-file-per-subcase could lead to dozens of documents in the user_flows directory - spreading the information in too many shards.

I suggest to integrate as much as possible of admin_setup.md in the README.md and break it up only if it would be come too large.

A Terminology.md file, probably at the root directory level, would help to keep user_flows/README.md lean such that defintions do not have to be part of the user flow stories.
