[Experimental] Selector changes are not supported

Caught up with @markerikson today and he pointed out that support for selectors changing is important for Redux users, but we have not yet added the logic to our hooks to account for it.

We also rely on equality check customization as well:

• useSyncExternalStoreWithSelector.js: isEqual

Yeah I know that's in the wrapper package, but that's going to be relevant here.
