On Alpine Linux I needed to install linux-headers for btrfs cloning support. On all other linux distros I tested on, installing the headers wasn't necessary, and no changes were needed for the meson setup options. This is available only on Linux. If 'linux' isn't detected as the host system during meson setup, the checks for the headers will be skipped and cloning support won't be included.
