website temporarily unavailable/moved

The website may be down for a few days. I've moved the files out of this repo and into https://github.com/theimpossibleastronaut/rmw-website

One reason for this is because with the new meson build system, when ninja dist is run, it will pack all files under version control. Historically I don't include the docs/ directory in the release/distribution archive because they're intended for use with jekyll, and I don't expect most folks who have a release archive to have jekyll installed. I instead just advertise the website, man page, or README for documentation.
