Fix helm chart for deprecated extensions/v1beta1

As of k8s 1.16 extensions/v1beta1 is deprecated, so the deployment
in the test helm chart should be fixed accordingly.

Since the chart is pulled from master, temporary let the test pass
until this is merged, then we can enforce back the check.
