Create Empty Downloads Folder Without Placeholder

Description

Deleted data.txt and placed a .gitignore policy that does not allow files in the downloads directory to be tracked.

Motivation and Context

The downloads directory will eventually contain user-specific information that may be private and is not needed to run/build/develop the project, thus it should not be included in the source control.
