Add commit wizard for guided commit messages

Purpose

Implement commitizen to provide an interactive commit message wizard that enforces conventional commit format

Implementation Steps

• Install commitizen
• Add npm commit script
• Update CONTRIBUTING.md guidelines
• Add husky prepare script if missing

Connection to Existing Setup

Leverages our current commitlint configuration (.commitlintrc.js) while making compliant commits easier to create
