Summary
Preparing a new release to finally have a version of qiskit-algorithms that is compatible with primitives V2. This is thanks to the fantastic efforts of the contributors and reviewers of #197 🎉, especially @woodsp-ibm.
Details and comments
Moves release notes into a 0.4 sub-folder. Adds a new note with a prelude for the release.
This PR also modifies
requirements-dev.txtto avoid running tests withqiskit 2.1.2, which introduces a bug inSparsePauliOpthat breaks several of the algorithm tests. This bug already got fixed for the 2.2.0 release.
