allow access to to in enabled field of data loader

I have a scenario where I would like access to the to route when determining if the loader should be enabled or not like so:

const loader = defineColadaLoader({
  query: async (to) => getDataById(to.params.id),
  key: (to) => ['case', to.params.id],
  enabled: (to) => 'id' in route.params,
})

I recall this being mentioned before, and it wasn't pushed forward because the use cases could be achieved with a better abstraction.
