DOCKER_ENV file in shipped plugin folder

Describe the bug
The unnessosary file DOCKER_ENV is beeing shipped via WP.org

To Reproduce

• Download the plugin from WP.org.
• Unzip
• Lookinto the folder

Expected behavior
Not having the file in deployment

Most likely a regression from using php-actions/composer@v6 in the deployment pipeline.

Should be fixed as a side-effect of #683, but we should probably add this file to .distignore to prevent this for future changes.

File is gone in the hotfix release 2.11.10.

The DOCKER_ENV in 2.11.9 leaked a GitHub actions token. It's a short-lived read-only token, but definitely something we want to prevent for future releases.
The rest of the contents are worker details without any sensitive information.
