Force migrate legacy blobsidecars on osaka activation #19067

it's likely that we still have pooled 4844 txs with the legacy blobsidecar when osaka activates.
these can't be included in a block unless we convert the sidecar.
we need to convert the sidecars ahead of the osaka block (can start ~4seconds into the slot)
there's a re-org problem if we reorg below the osaka block, but we probably neglect this, worst case here is that those blobs are then slightly delayed.
it looks like we have ~25-50 blobs pooled on mainnet, converting them should be doable in a few seconds
