This pin for urllib3 is being added to requires-ci.txt, which means the security fix will only be applied in the CI environment.
urllib3 is a transitive dependency, likely pulled in by requests (from requires-install.txt). By only pinning it for CI, end-users of the dash library are not protected from this security vulnerability and may still install an older, vulnerable version.
To protect all users of this library, this dependency pin should be moved to requires-install.txt. While pinning transitive dependencies in a library can sometimes cause conflicts for consumers, it is often necessary to mitigate a security vulnerability.
