How can I specify a domain?

Note the "-p" key in the parameters list. And there's an example in README:

[-p domain.com]

The README file in that repository indicates you have to specify the domain (and possibly other parameters) on the command line when calling the script.

Are you aware of what a command line is? What exactly it looks like depends on your OS (and possibly closely related software), but the general concept exists on pretty much any OS. I don't know that tool so I can't explain the specific options, but if you have trouble with giving it options at all I might be able to help.

Do you mean terminal? I am working on Windows in VSCode. But I have no idea how and what to write on the command line

Yes, exactly. I don't use Windows myself so I can't say exactly how it'll look, but in general something similar to this:

python openredir.py -p example.com

python is however you call the Python interpreter. On my Linux system it'd be python3. Maybe it's one of those for you too, or maybe something like python.exe. After that you specify the script file you want Python to run, openredir.py is the only one in the repository you linked. Theoretically you could put options for the interpreter itself in between, but I don't think you'll need that.

Everything after the script file are parameters that will be passed to the script. Those are called "command line options". If you're familiar with Python already: That's what ends up in sys.argv[1:].

You'll have to figure out exactly which options you need based on the README (or looking at the code) and what you're actually trying to accomplish.

That means the script gets to run, and you need to figure out the right options to tell it to do whatever it is you want. There's a list of available options at the bottom of the README, I can't tell you more than that.
