Two general availability updates make enterprise-scale Copilot adoption more flexible, cost‑efficient, and operationally cleaner: a dedicated enterprise licensing experience for Copilot Business and support for unaffiliated users in GitHub Enterprise Cloud accounts.

🔐 Copilot Business Licensing at the Enterprise Level (GA)

Enterprise owners can now assign Copilot Business licenses directly at the enterprise account—without granting organization access to every user.

Why it matters:

• Scales Copilot rollout without requiring every seat to also hold a GitHub Enterprise Cloud (GHEC) license.
• Centralized visibility into license consumption and activation status.
• Supports mixed assignment models (enterprise teams + direct user assignment + org-level assignment) while avoiding double counting.

How it works:

• Users must already exist in the enterprise (org member or unaffiliated user).
• Assign via the Copilot Business licensing page (direct user or enterprise team).
• If a user receives multiple Copilot licenses (e.g., via org + enterprise), they consume one license and retain the highest tier granted.

The new licensing page gives you:

• Snapshot of current Copilot Business license usage.
• A central toggle surface for enabling Copilot across orgs + enterprise.
• Bulk assignment and clean reconciliation of overlaps.

Trials simplified: New enterprises can start a GitHub trial with only Copilot Business seats, then layer in GHEC user licenses later as adoption patterns emerge.

👥 Unaffiliated Users (GA)

Enterprises can now invite users directly to the enterprise without placing them into an organization. These unaffiliated users:

• Don’t access private/internal repos by default.
• Can still be assigned Copilot Business licenses at the enterprise level.
• Can join enterprise teams later for scoped access expansion.

Offboarding change (IMPORTANT):
Removing a user from all organizations no longer removes them from the enterprise—they persist as an unaffiliated user. If they still have a direct enterprise Copilot license or team membership, that remains until you explicitly remove them from the enterprise.

Action required:
Audit offboarding flows. To fully remove a user:

1. Remove org memberships.
2. Remove enterprise team memberships (if any).
3. Perform the enterprise-level removal (People view or GraphQL removeEnterpriseMember).

SCIM set at the org level isn’t enough—you must finalize removal at the enterprise layer.
