This error usually appears when your GitHub account or organization has an issue with the payment method or billing limit related to Codespaces.

Here are a few steps you can follow to fix it:

1. Check your billing settings:
   Go to Settings → Billing & plans → Billing settings and verify that your payment method (credit/debit card or PayPal) is valid and active.

2. For organizations:
   Make sure the organization’s billing account is active and that the owner has a valid payment method configured. If you’re part of an organization, ask an admin to review this.

3. Check your Codespaces spending limit:
   Visit https://github.com/settings/billing/spending_limit and ensure your spending limit for Codespaces is not set to ₹0 or $0.

4. Free plan limitations:
   If you’re using the free or education plan, your free Codespaces hours might have expired. You can either upgrade to Pro or wait until your next monthly reset.

5. Retry after updating:
   Once the billing issue is resolved, go back to your repository → Codespaces tab → Resume or Create new Codespace.
