I think a very useful feature would be the ability to grant a noncommitter the ability to code review a repository (not just a Pull Request).
I realize issues could be used for this but they don't have the same code context as a code review comment.

The use case for this came from my FRC Robotics experience. At the end of the season some teams volunteer to review another teams robot code and be reviewed by other teams. So if we could grant those reviewers the ability to open a repo-wide code review instead of opening issues where they have to more fully describe the context that would be cool.

I realize this is probably not a priority but it is a nice feature.
