Are there any plans to bring this functionality to those without GHAS? Dependency management isn't only a security feature so it's a little odd to me to see this isn't available to GHEC.

Yeah, it’s annoying that the new centralized Dependabot registry config is locked behind GHAS, I haven’t seen any chatter from GitHub about opening it up for plain GHEC tenants yet. Your best bet is to drop feedback in the GitHub Community forum or open a support case asking for it, since the more folks request it, the higher it’ll climb their roadmap.
