GitHub Actions workflows can't be executed on this repository.
Your account's billing is currently locked. Please update your payment information.

I already changed the payment information but it doesn't unlock

In the documentation it says it could take 24 hours to process the payment. How long has it been since you updated the payment info?

If the new billing information is approved, we will immediately charge you for the paid product you chose. The account will automatically unlock when a payment has been successfully processed. Payments may take up to 24 hours to process.

Also check what your spending limit for GitHub Actions is set to.
