gh release create returns 500 error when trying to create releases from certain tags/branches

in our private repo we try to use the gh cli to create a pre-release from certain branches, but hit 500 errors

gh release create --prerelease --title ryangtesthelloworld --draft --target 250cf774be20c7a16a02983b4d47c4bc342d4f9f oooooooooooooooooooooooooooo

we're not sure why this 500 error is limited to certain branches
