SCENARIO:
Create a ruleset that matches all branches and enforced
Restrict branch namesruleTry to edit any branch by not-admin user
EXPECTED:
It should be allowed (provided the user enters new branch name matching the rules)
ACTUALLY:
It's prohibited with an error 'You don't have permission to rename this branch'.
Surprisingly deletion of such branches is still allowed, so a user can delete and create a branch but cannot rename it. Looks strange.
