Only issue access on repo for certain users

Hi all, can we set up that certain user can't see code on repo but can read and write on related issues.

GitHub does not provide issues-only access permissions, but you can accomplish this using a second repository which contains only the issues. Please review our documentation to learn more.

Unfortunately to date that is not possible. What you may do that would work just as well and I have seen in the past is create a seperate repo called reponame-issues and share that repo instead so users can write issues and read them there without having access to the code. You will recieve notifications just as normal.
