Link issue to active repo branch - not showing up

I am trying to link an issue to an active branch in the same repository. I am using the "development" menu on the right-hand side of the issue. However, the active branch in the same repo that I would like to link to does not show up as an option when accessing the issue via the project Kanban board or the repo issue page.

Question

• Why can't I find the active branch "develop" ?
• Why are the search options in the "development" menu different between the repo issue list and the Kanban board?
• Why is the same closed PR displaying differently from repo issues vs kanban board.

Details:

• The active branch name is "develop".
• The other two active branches show up automatically as options
• A closed PR in the repo shows up Seafood-Globalization-Lab/artis-model 28
• The automatic options are very different when I access the issue via the project kanban board verses the repo issue page
• The automatic options via the repo issue page includes other repos
• When I search for "develop" branch via kanban board only the closed PR shows up
• When I search for "develop" branch via repo issues the branch shows up - but linked to closed PR
