Yes, you most definitely can... at the moment, i use an M1, macbook pro, but i started flutter on a config less than yours. I started flutter with a "HP, core i5, 6th gen, 8gb ram PC". TIP: don't code with Android studio with your PC config, it could cost a lot of cpu usage |

I would suggest to move to Linux , that'll help a lot as you can test apps in linux and most of testing can be done via linux app. Use Swap if necessary. |

An HP laptop with a Core i5 8th Gen processor is perfectly fine for Flutter development. i5 8th gen is good enough for Flutter and Android Studio or VS Code. Ideally, 8GB or more is recommended.
