cogctl template support

`cogctl bundle install` was designed with support to make templates easier to work with. Instead of manually adding them to your config.yaml, you can drop them in a directory and cogctl adds them for you. Unfortunately it adds templates in the old adapter specific style. We need to update it with support for the new adapter agnostic style.
