Better usage of the peer namespace

What's missing?

Clients libraries such as gcp, azure use a standardised attribute to describe the peer service being connected to.

Describe the solution you'd like

Rename of

• peer.service which becomes peer.service.name

Introduction of

• peer.cloud.region to capture the region of the peer service aka Adding aws.region span attribute to the spec #1113

Deprecation of the below attributes:

• aws.request_id replaced by peer.request.id
• aws.extended_request_id replaced by peer.request.extendedid
• az.service_request_id replaced by peer.request.id
• az.namespace replaced by peer.service.name
• gcp.client.service replaced by peer.service.name

Attributes related to what service is being communicated with will be handled via #2872
