The Collector just released v0.96.0, it's time to release the operator v0.96.0!

I would prefer to release 0.96.0 before the v1beta2 is enabled to give us time to test it in the main.

This is unfortunately blocked by open-telemetry/opentelemetry-collector-releases/issues/495, we are working on it.
