EnvoyFilter should not be injected before HTTP requests to core and core-ui services

Current, our [EnvoyFilter](https://github.com/onepanelio/manifests/blob/master/common/onepanel/overlays/cloud/istio-envoyfilter-istioingressgatewayauth-istio-system.yaml) is applied before every HTTP request. We need to exclude the filter from being injected before requests to core and core-ui services.
