Acceptance criteria:

• Downstream projects can use near-lake-framework in their Cargo.toml (even if as git dependency)
• The framework allows to receive a stream of blocks and shards
• There is an option to start from a specific block height
• The stream is working fine following the tip of the network
• The framework works fine when some blocks are not produced
